Pacific Rim nation-states have been aggressive in this (free) technology acquisition arena for about two (2) decades!

Mentor Bio: Dave Hull: Dave Hull is a technologist specializing in information security. During the last 15 years he has worked in a variety of roles in the IT field, from desktop support to DBA. He is currently the Director of Technology for the University of Kansas School of Architecture & Urban Planning and a member of KU's IT "Field Security Officers" Group.
Prior to his current position, Dave was a network security analyst for KU's IT Security Office. In that capacity he assisted with the administration and monitoring of more than 60 IDS systems on the campus network, in addition to performing incident response, forensics and source code analysis. In February of 2005, Dave published an article in Sys Admin Magazine detailing a new technique for performing passive OS fingerprinting using DHCP client requests. Dave has contributed to Open Source projects including RINGS and DHCPListener.
He currently holds CISSP, GCIH, GCFA, GREM and CHFI certifications. In the spring of 2007, Dave started Trusted Signal, LLC an information security consulting firm that specializes in monitoring, incident response, digital forensics and malware research.
